Weird electrical problem: cold? 700 88

I have noticed a weird electrical problem when the temperature outside is colder than the mid 50's and the car is cold. The voltmeter will be approx in the 11 o'clock position, and if I turn on the headlights, the tach, speedometer, temp gauge all drop to their "off" positions, the turnsignal indicators light up, and the bright lights indicator lights up. After about 4 or five minutes the voltmeter will work it's way up to about 14 volts and all gauges and such will be normal.

Battery connections are clean and tight. I just got the car in July so I don't know if it has done this in the past during the cold.

I'm thinking battery is getting (or is!) funny.

Anyone in Hawaii who could put me up for a while while I verify that this is indeed cold related? (maybe like until April....)
