On the 200 series it is hard to open the fuel filter. I would get a can of Pblaster (walmart carries it) or Liquid wrench. Tap it after applying. And use good tools. Then try to open it.

(try at your own risk)Try doing this, place a jack underneath the wrench holding the nut and jack it up.
