Strange problem with tach 900 1993

I have a problem that seems to stump my mechanic. I have a 1993 940 turbo. When the car is running and in park or neutral the tach shows the car at idle. As I put the car into drive, I hear a click in the dash and then the tach jumps back and forth between 1 and 3 thousand rpms while the engine still remains at idle. There is no physical change in the engine rpm but the tach reads as if it is all over the place between 1 and 3 thousand rpms. Any ideas? All help is welcome. Thanks.
