Rust in the rockers 1800 1973

I have been busy under the 1800 removing rust and slathering POR 15 (that stuff works great!) all over. One problem: there are some small pin holes in the rocker panels which I have opened up to repair. I can look in and see interior rust and can slide a thin blade up the drain slots to loosen some of the rust. The panels feel and sound solid, but I know there is rust in them. Any suggestions as to how to get in there and seal up the rust in order to preserve the rockers without removing them??
