Turbo O2 problems 200 1981

I just recently aquired a 242 Turbo and discovered that the O2 sensor was unhooked...so I hooked it back up. The car idles up and down and seems to have less power with it connected. When it is disconnected, the idle smoothes out and has a little more power, but I know that this is 'closed loop mode' and not correct for proper engine function...it seems like it should still have more power. Is the O2 sensor bad, or is it something else? By the way, I suspect that the fuel mixture is on the lean side.

I'm new to the CIS systems...so any guidance would be appreciated.
