Kicked Down. Arrow not lit, yet toggles. HELP! 200 89

Guys, I need help. Have read much on Overdrive relay problems, but none like what happened to me yesterday morning.

'89 240 automatic 210k miles

I drove 30 miles and was going 70 mph when the overdrive kicked down WITHOUT the orange arrow lighting up. The kickdown light still toggles when I push the button, but still there's no difference in the gearing above 40 mph.

Don't think it is the relay or the solenoid (the light still toggles)

Asking for help from the resident pros, or anyone else with similar experience.
