Temp Gauge Goes Hot, Then to Normal 200 1990

I have a 1990 Volvo 240 5sp. The temp gauge slowly goes to the red (in about 5 minutes) stays there for about 30 seconds, then goes to normal for as long as I drive the car. Once I start the car back up (even after driving it for an hour) it does the same thing.

I have a new temp compensating board. Is it a thermostat or radiator problem? Thanks...
