Stalling, erratic idle 900 93

Yes, I checked the FAQ on this one. Here's the symptoms: the car will start relatively well (faster than my 89, slower than my 94), it will surge for a few second as normal, then start to lose it and will often stall. I can keep it going fine by appying some gas. It will then idle pretty good at lights. However, when I stop and take it out of gear (auto of course, did they sell any manual 940s in the US?) the RPMs swing wildly from 500-1000 in rapid succession. the sole "check engine" code on the module is 2-3-1, "fuel supply too weak or too rich in part-load stage"

Here's what I have done:

-replaced the fuel regulator (small canister on fuel rail)

-cleaned the throttle body

-replaced the spark plugs

-replaced ignition wires

-replaced air filter

-replaced the distributer cap and rotor (hence the other thread)

-had the dealer check the function of the fuel pumps (I was deployed when this came up, and the wife brought it in).

I can hear some "aha's" on the last one. Yes, I did not actually inspect the tank pump. But the problem seems to be completely independant of the how much gas I have in the tank. This problem, or another one, caused the engine to be flooded to the point of hydro lock, resulting in a destroyed starter motor and 1 tooth broken off the flywheel (does it need to be replaced?) The dealer just did the regulator, cleaned the throttle body (which I repeated to be sure), and checked the pumps. I took it from there, to no avail...
