Heavy stearing on740 1991

I just bough a 1991 740 turbo in june. The whole time I've had it the steer has felt heavy. I've never driven a car with suck heavy stearing other than one that doesn't have power stearing. My girlfriend drives an '87 760 that has a nice normal feel to it and so did her '88 740 until she totaled it. Anyway I can hear the power steeping kick in if I'm not moving and turn the wheel so I know that in a way it's working and it has fluid. Any ideas on what the problem is? Any advice would be greatly appreciated
