Seat Heaters 200 84

Just wondering about differences in seat heaters. My 89 heaters have switches and get very toasty, similar to Volkswagon heaters. I think my 84 seat heater works but its hard to tell because it doesn't get that hot. I want to install a passenger heater and I would like to convert to the newer style, mainly because this is about the only thing the girlfriend likes about Volvos. It keeps her quiet, since her Honda does not have them. Are the heating pads actually different on the newer models or are they just controlled differently? What year did they switch to the hotter type?
