leaky power steering 200 1987

Okay, I've got a problem with my car and some circumstances which may or may not have aggravated or caused it. I'd appreciate any thoughts anyone has, as I'm kinda clueless when it comes to cars. I got in my car the other day and started it, and it made loud whine/groan noises at low speed, associated with turning of the steering wheel. I was near my mechanic's place so I drove it in, and he topped up the power steering fluid and looked around under the hood. He deduced that I probably needed to have the steering rack done, or something (I'm not entirely sure what he said) for, he guessed, about $300. He said I could drive around and just keep putting fluid in the thing, but it would need to be done at some point. So, I may not know much about cars, and I know mine is 15 years old, but for some reason I'm suspicious. In the last 2 weeks I had new IPD sport springs, shocks, and swaybars put on my car. (btw, it handles beautifully, instead of scarily, now.) I have had no problems to speak of with my car since the beginning of the year, and now, less than 2 weeks after I have a buncha stuff replaced on it I've got a problem. Is it possible the lower ride has somehow contributed to it, like maybe more stress on something? Could my mechanic have caused the leak when he was working on it before? I'd love some input on this. Also, can I use Dexron III fluid for the power steering? The manual just says "ATF", and, like I said, I'm rather clueless this sort of thing. Thanks a million in advance.
