Turbine/Howl Noise Coming From Front End 200 1990

While my 1990 240 is both in gear and in neutral traveling at any speed, it makes a howling/turbine sound. I had the clutch, rotars, and ball joints replaced recently. It was an occasional noise at lower speeds a few weeks ago, but now happens constantly at all speeds. I can put the car into neutral at 30 mph, and it still happens until the car comes to a stop.
