frequency valve 200 79

The "79 244 has had an engine transplant and the installed one had a problem fuel distributor, which I replaced. Car failed to pass emmissions due to high CO. I figured it might, since I didn't "fine tune" the air/fuel mixture. I took it to a guy who has helped before (now for the last time). It still didn't pass, but I qualified for an exemption. I suspect he did the adjustment with the Oxygen sensor still attached. The car's idle is rough and slow. The frequency valve buzzes when the engine is turned off. I'm lazy and don't want to test everything, and the manuals I have tell what to do if the valve doesn't buzz when it should (when the engine is running). I disconnected the electrical connection to the valve. The car seems to run the same - it runs fine, but idle is slow and rough. Any suggestions ?
