Dash lights with a mind of their own 200 1989

This comes from a friend with an '89 240... mystery dash lights. Can anyone suggest a solution?

....Several times now, this morning being one, I have started the car and some of the dash lights (not all) stay on, even though the engine is running. The lights are the from left to right: service, battery symbol, brake failure, and the bulb-out warning light.

If I rev the engine, the lights go out, but when I take my foot off the gas, the lights come back on. As I slowly put my foot on the gas and increase the speed of the engine, the lights slowly fade from bright to off until I take my foot off the gas and the lights come on bright again. This has normally been when the engine is cold, but not every time. When the engine warms up, the lights finally go off. It doesn't matter if the car is in park or running, as I drove it around the block to see if that made a difference. It didn't.
