Starter runs all the time!

The starter on my B23 1983 245 now runs all the time. I just replaced the main wiring harness and when I connected the battery cable again the starter began to turn. I have rechecked the wires to the starter and removed and inspected the starter. Still the starter runs whenever power is supplied to the main cable from the battery. I am stumped. Whats happened?

Details:

The large starter top terminal has the redd wire from the battery and the alternator.

The yellow/ Blue wire is connected to the lower spade terminal (Number 60). I tried disconnecting this wire and the starter still turns.

There is not a wire connected to spade terminal 16 (top/ inside).

The removed starter had the bendix drive retracted and the solenoid moved freely in and out.
