Brake Lights 200 89

i noticed while driving behind my wife's sedan last week her brake lights are staying on while her lights are on. when the lights are off they work, but when the lights are on, they stay on. the window brake light works fine with lights on and off. it's just the rear brake lights staying on when the lights are on. any idea where to start here?
