"Jumpy" Temp Gauge 700 1987

I've got another slightly annoying problem. It wouldn't bother me so much, 'cept that it catches my eye whenever it jumps. Plus, I'd like to know what temp my coolant is. It doesn't jump into the red, so it's not a blown head gasket (thank god). It does flicker back to the 1/4, and almost "0" area, and then back up to about half where it should be for a warmed-up engine.

Here's what I've done so far, and it still is acting up:

a) replaced the gauge temp sender.

b) cleaned all the terminals at the sender, firewall harness, underdash harness, and dash cluster.

c) flushed and re-cleaned my cooling system (it's reaallly clean!)

d) swapped the dash cluster with another used cluster (still jumps around)

I'm stumped (again). What else should I check? All my other gauges work perfectly! (~14V, fuel gauge registers, speedo/tach OK, aaaarrrrrgggghh!)

I've read in another post about an Instrument Voltage Regulator, but since my other gauges aren't affected, I wouldn't think that would be the problem. BTW, where the heck is the IVR?
