underheating 140-160 1973

Is it possible that too much anti-freeze could cause the car to not heat up to operating temp. I've notice that the car does not get warm, even in the summer the gauge would only get to the bottom of the N, I changed the thermostat and now it seems almost cooler! Finally I remembered that the PO had flushed the system right before I got the car so I've never done it myself. Can too much anti-freeze cause this? I mean in proportion to water?
