FUEL PUMP IN TANK 200 86

I HAVE A 1986 VOLVO 240 DL THAT I JUST PURCHASED. IN AN EFFORT TO MAKE IT AS GOOD AS NEW I'M FIXING WHAT I FIND WRONG AS I GO. I NOTICED THAT THE MAIN FUEL PUMP WAS MAKING WHAT I FEEL IS A LOT OF NOISE SO I DID A LITTLE READING AND FOUND THAT ONE OF THE MAIN CAUSES WAS A BAD IN TANK FUEL PUMP. SO I TRYED TESTING IT AS THE MANUAL STATES (SORRY TO SAY I HAVE A JUNK HAYNES MANUAL. IT SAID I SHOULD HAVE POWER AT THE IN TANK FUEL PUMP IT THE IGN. IS ON BUT NOT RUNNING. I DON'T, BUT IF THE CAR IS ON AND RUNNING I HAVE POWER TO THE IN TANK FUEL PUMP. DO I HAVE A PROBLEM OR IS IT JUST A BAD FUEL PUMP IN THE TANK. PLEASE LET ME KNOW
