Mysterious ground 700 1986

I have a 1986 760 Turbo that a few days ago started to stall during a turn. It felt like it was an electrical problem, and in my search, I found a wire attached to the top of the engine nearest to the driver. It is not just a black wire, but a flat, clothlike cord with two metal peices on the end to put a screw through. I figure that the screw on the component that uses this cord came lose, and so did this ground. Can anyone help me in figuring out where this goes? Top of the engine nearest driver, clothlike cord.

Any help would be appreaciated, car is not starting, even though starter will go.
