What is controlling my idle? 200 1979

Bought a used 240 with a B21FT. Had a very low idle (about 200-300rpm)so I sprayed the throat of throttle body with carb cleaner. Idle went very high (1800rpm). It will run down to 1500rpm and then back to 1800.....oscillates between the two values.

I squeezed the air motor controller lines shut by hand.....no effect. Went to take air controller off and there was no electrical connector on it. I also do not have a microswitch mounted near the throttle linkage even though the holes for it are there.

I don't understand what is controlling the idle at this point.

Any pointers? Thanks.
