Valve adjustment 300 1988

I checked the compression on my 200K+ 760Turbo the other day and found cyls. 1,2, & 3 at 130-5 lbs.and #4 at 150. Checking valves I found at least one each in cyls. 1,2,and 3 tight--#1 intake with no clearance, others about .010. Valves in #4 were fine. My question is, are these things related? How crucual is valve adjustment? Would being off by .007 be enough to affect compression to this degree? Might it affect a smooth idle? Should I do a full valve adjustment, does anyone have a source for the tool "required" to compress the followers? Thanks for any and all help.
