Have your changed the oil recently, both in the trans and the OD? I also had a problem with OD engagement and it turned out the solonoid had stopped working due to fine metal shavings inside the bore. I replaced mine though. They can be disassembled and cleaned. Also, resolder the OD relay.

Make sure the oil level is correct.

Poor engagement can also be caused by leaky piston O-rings, deep inside.
