fule pump noise 200 1980

I have been hearing what I consider to be a fuel pump nosie coming from the back of my '80 242. I removed the fuse from the in-tank pump and nothing happened. I listened for the in-tank pump with a long funnel down the gas spout and heard nothing. I'm thinking the in-tank pump is not running and this is making the outer pump work harder. The thing is, there are no symptoms whatso ever. The car runs great. Plenty of power, starts in the cold, no hesitations or stalling.

Is my diagnosis correct?
