A/C control unit repair 900 1992

Greetings,
After installing new compressor , couldnt get to engage, discovered not enough current going to clutch , (jumped directly w. 12 v source and worked fine)dismantled control unit (just replaced 2 years ago with rebuild)resoldered everything i could and still same problem not enough juice to engage clutch. Does anyone know who can repair the board ?? Also i assume this controller also turns on electric fan , mine wasnt turning on is there a fail-safe circuit if fan fails then compressor wont engage? Any help appreciated,
