The 240 Heater

Does anyone else hate the heat in their Volvo 240? This is the first winter and I can't stand the heater. The air that comes out is nice and hot but after the car warms up it's hard as hell to get WARM air to come out of the vents, and when I do when I slow the fan down the air starts to get hot again. Does the temp control work by allowing more/less coolant flow through the heater core? And if so does anyone else find it hard to control?
