Hi again Isaac,
Take a look at the pivot point on the wastegate actuator to see if it is seized(where the actuator rod connects to the wastegate arm). I removed a whole turbo/ic setup from a p n' p and this rod/arm was rusted solid. I was able to free it up over time and used some anti seize on it which has held up so far. Hope this helps.
