Even at their best...and from a car maker so far into the frost zone...you would expect better fine heat control....well at least real heat is real hot.....

That mumbled, it sounds like your heater control valve el shotto. Common. Not THAT hard to replace...and it will give you decent control. Well maybe not as good as some other marques, but good for a Volvo.
