1979 262 no start

A co-worker is trying to correct a no start for one of his private clients. It is a 1979 262. If he manually closes the fuel pump relay, it starts and runs. Does the cpu control the grounding of this relay ?. Can he bypass the CPU to close the relay by the ignition switch ?. Any suggestions ? Mike
