Electric fan with a mind all its own ... 700 1986

I have a question regarding the electric fan located behind
the front grill, in front of inter and tranny coolers.
When is it supposed to kick in ?
This morning it started immediately with the engine,
and the outside temperature of 15 F.
What controls it ?
