Power problem or just plain slow? 200 1985

I'm a new owner of an 85 240 wagon turbo w/ a manual transmition, the car has 135,000 miles on it. I took it to the shop because of lack of power. The shop took apart the turbo and fixed the wastegate (it was frozen shut). That made a big improvement on power.

I've never driven a Volvo before, so I don't know how much power I should have.

Here is the question. I can hear the catilitic converter making a ratteling noise. Could that also cause a power loss on a grade? For example; I drive over a grade to work every day. When I'm in 4th gear it dosen't seem to want to get past 3.5 RPM on the grade. If I push the overdrive button it will give me a little more power to pick up the speed, but it still won't get past the 3.5 RPM mark. There is no sputtering, but it feels like it just does not have the power it should.

Or maby I'm just expecting too much out of that little motor. Any opinions or coments?
