turbo boost problem 200 1982

I hooked up a boost gauge (a good one borrowed from a mechanic friend of mine) and it read only like 4.5 pounds of boost with a stock setup w/an intercooler added on (the boost was never previously changed) so I decided to increase my boost by shortening the arm to the wastegate i increased it as much as it would let me being that it was originally non-intercooled i think i read somewhere were it could only be raised to 9 psi so i meaured it and got only to around 5.5 psi so my question is why is this happening where is the power i want?
(the car is manual and the turbo core was replaced about 2-3 years ago)
