Failed emssion in GA test - high NOx 200

My car just failed the annual emissions test in Atlanta GA - for NOx

The readings/allowable were:

HC-ppm 90/162-pass , CO-%-0.040/1.04-pass, NO-ppm-1775/1163-FAIL , RPM 1813/100-3000-pass, CO+CO2%-12.0/6.0min-pass

I keep the timing slightly advanced to get better performance and fuel economy. Whould retarding it back to spec or even less reduce the NO amounts enough to pass ? Any other suggestions ? - thanks
