How to repair rust by windshield 700 1989

Bricksters,

What is the best way to repair the rust by the top part of the windshield on my 89 780? I will have the windshield replaced, and the shop is willing to let me work on the car before they install the new one.
I have some POR15, and I think that'll work well for the areas under the windshield's seal, but I have not had good luck using POR15 on exposed bodypanels that need to be properly refinished. Basically the surface that is left after POR15 application (by brush) is not very smooth, and sanding takes away some of the POR15, possibly reducing its effectiveness.
Any suggestions?
