1989 volvo 780 turbo bertone 700 1989

I have a 1989 Volvo 780 Turbo Bertone with 184,000 miles on it. Driving the car one morning my son heard a high pitched whining sound that stayed on. Driving the car again that afternoon, the high pitched sound was still there and while driving, the car speed just dropped to less than 30 mph. pressing on the gas pedal just revved the engine but the speed stayed at less than 30 mph.
The Turbo gauge needle would go up when pressing on the gas pedal while the car is moving. It has an automatic transmission. What could be wrong with the car? Could it be the turbo mechanism? Thanks for any information.
