Little to no engine vacuum at idle ??????? 700 1984

Engine is a B23ft runs great except @ idle and I asume that is because there is almost no vacuum. At times there is even a slight amount of boost at idle.
I know it is not worn out because I had the head off this summer and the cylinders were like new and it has a real high compression reading. I have had this problem since the day I got the thing. And have no clues as to why it is like this.

P.S. it is NOT and broken vacuum lines.
