Little or no engine vacuum, help!! 200

Engine is a B23ft runs great except @ idle and I asume that is because there is almost no vacuum. At times there is even a slight amount of boost at idle.
I know it is not worn out because I had the head off this summer and the cylinders were like new and it has a real high compression reading. I have had this problem since the day I got the thing. And have no clues as to why it is like this. The engine idles very rough and often stalls when stoped in gear.
It also will stay running at idle untill warm, and I think the absence of vacuum is the culprit of this as well. I checked all the hoses including the gauge hose and I also replaced the intake manifold gasket. the engine has excellent vacuum when I decellerate (it nearly buries the gauge in the black zone.) It is a really wierd and frustrating problem and it basicly make this beutifull car a pile of junk. I think I have tried just about everything I can think of. Again any help is very much appreciated!



P.S. it is NOT and broken vacuum lines.
