HELP! is it normal to have boost at idle? 200 1979

It is a original b19et engine, bored to 96.6mm (last oversize b23).
It also has the original b19et cam (in good condition) but with only 9.9mm valvelift and short duration on a 2.3 could it be that the engine is just producing too much vacuum at idle so that the original b19et vacuum advance is advancing the ignition too much, forcing me to run a very late ignition without vacuum advance.
I guess I could just run without vacuum advance like I do on my pv544, but this would also mean I wouldn't have any retard under boost.
