Alternator possible reason for consistently dead battery? 700 1991

Ok, here's the latest in my "Gustaf's battery is nearly always too weak to start" saga:

I went to Auto Zone to get a charging test done. The guy hooks it up, we rev it up to 2000 RPMs and hold it like the test set tells us to do (by the way, lights, radio, primary electric fan, and ECC were all on, does that make a difference?).... the result showed peak voltage at 14.2, and peak amps at only 59.3. I've got an adjustable voltage regulator, and the car drives fine once running, but if it sits for more than a day it's almost guaranteed to be dead... sometimes as little as 1/2 hour will kill it enough so it won't start. If the alternator isn't putting out enough amps, does that mean it's only mustering up enough to keep the car running, not charge the battery at the same time? This is starting to piss me off. I had the same damn problem on my '89 and I never did get it solved. By the way, I have gone through fuse-by-fuse to check for drains while the key was off... total drain was only around 35mA. AUGH!
