AMM adjust with dwell meter 1985 240 200

I read some archive posts here about adjusting AMM with a dwell meter . As I have not had time to pick up the LED and resistor I decided to try the Dwell meter method . When I initially hooked it up the needle was steady at about 30 degrees . I couldn't get the need to swing until I turned the screw several turns Clockwise ( CW )- that post said something about turning it CCW. I can fine tune it to the swing in the 20-70 range. Do I still need to go down (CW) more or back off (CCW) the that setting to slightly richen the mixture. I am a little confused and would appreciate so help. -thanks
