Brake lights not coming on fast enough... 700

When my car is cold and I hit the brakes, all 3 brake lights don't go on, znd if i sit on the brakes for a while, it takes a while for them to come on at all, but once their on, as long as I hold down the brake, they will stay on until I release. Next time I hit the brakes, they will sitll take a while to go on up until my car is very warm and I have been using the brakes for a while. What could this be? Bad wires? I changed the bulbs, can't be that? What gives?
