engine just died, and doesn't want to start 200 1980

Wondering if anybody knows the answer.

After 20 minutes of stop and go driving, the car suddenly dies. My thoughts are that the engine was recently rebuilt, but I discovered an oil leak, so i added oil. I monitored it closely soon after that, but hadn't in the last 8 months. but while being stranded, I found out that it was 3 quarts low! (yikes)
I had it towed back home and changed the oil and filter, but it still doesn't start. It did what it did when I was stranded, which is when the key is in and you turn it. It starts like any other volvo, but just sits there trying to start.

1.is it the Pinion or Solenoid shifting fork?
2.what is it and where's it located?
3.fuel lines?
