Can brake/wheel shudder & steering binding be related? 700 1990

Steering Symptoms:Noticed when below 30deg. that when parked or starting to roll, when I turn wheel to the left that I hit a binding point part way through the turn. Also, when going around a left curve, I can hear a slight dragging? noise as compared to a right curve. The car tracks fine on the road at all speeds.

Braking Symptoms:(I have read the Brickboard messages on wheel shudder)Previous owner had Volvo replace rotors and pads every 5K miles for last 25K (per receipts)because of wheel shudder when coming to a stop. He drove local, I drive highway. Brakes were done before I bought car and at about 5K I got the same thing. Seems mileage related vs. time. I had independent Volvo shop check brakes and front end bushings. Was told bushings looked OK. Rotors were resurfaced because they had excessive runout. Caliper pins were lubricated because they might have been sticking. I drove 1K and shuddering came back. Something is causing the rotors to warp. A brickboard member suggested to check the wheel hub for problems. I am ready to try another independent shop and I don't want to get another brake job that lasts 5K. What's the likely cause? Could it be a hub? Could it be a tie rod or steering joint/rack? Could the calipers be bad? Could it still be a bad suspension bearing? Help. Thanks in advance.
