warped rotor on 82 244 200 1982

I haven't had this car on the road since buying it. It's up on jack stands.
Tonight after bleeding the brakes, I could manually rotate the left front
wheel freely for about 1/3 revolution, then drag increases substantially for
2/3 turn, then it turns freely again.

Is this a sign of a warped rotor? Is there any correlation between this
observation and how it would behave while driving?

If the rotor needs to be replaced, I'd like to do it while it's still on the
jack stands, but if a test drive is required to diagnose it, I'll do that.
