Turbo shuddering? 200 1984

I just want to know if this is normal. My turbo shudders a bit when you step on it in first gear from take off, and a bit in second. Once I'm moving faster and the rpms are up it runs smooth with lots of power. Just wondering if this is normal. I would prefer if it didn't shudder, and my NA 89 240 does not do it. Its not clutch related. It has a brand new clutch and oil seal on the back, and it happens when the clutch is already locked to the flywheel. Is it possible that my fuel mixture is too rich at low rpms or something like that. Any thoughts would be much appreciated.
