Belt squeal 700

Hello,
This one has been bugging me for quite a while. No matter what i do, (i.e. tighten the belts, loosen the belts, spray them with belt conditioner)...my alt. belt AND now my compresser belt are squealing like mad. It never seems to stop either. Sometimes, like after it rains, the belts are very noisy. I just replaced the alt. belt about 10k miles ago. Anyone have any solition to this? I doubt its the harmonic balancer, i checked with the FAQ and looked at it in my car. Its fine.

Any help would be nice.
