940 cold idle problem 900 1991

Hello,

This is my first post to the list and I need some help. My 1991 Volvo 940 GL sedan (B230fb and AW71) idles very roughly when first started in the morning. It is not cold here and this problem is not ambient temperature related. Basically the car will start reasonably easy but then idle very roughly for anywhere between 10 seconds to half a minute. Sometimes it will very nearly stall then suddenly pick up and rev to about 1100 then gradually settle down to around 800 or so. The car is also unwilling to rev if the accelarator pedal is pushed quickly while driving while the engine is still cold
When the car is warm or hot it starts and idles fine.

Things checked so far: New distributor cap and rotor, new spark plugs, injectors cleaned and tested (perfect), inlet manifold retightened, check for vacum leaks (none), adusted the throttle switch.

This seems to be a fuel related problem to me but I'm not totally sure.

Does anyone know what this might be?
