Repairable transmission problem?

Problem: No upshift to 4th gear (+ no other obvious transmission problems). I'd appreciate any suggestions.

Questions: What internal transmission faults would cause this?
What tricks might I try to remedy it?

Saga: I'm pretty sure that it is transmission this time. No other obvious problems with this transmission; I did the 4th gear repairs that I know of ---
•Topped off fluid
•Replaced relay (identical OD relay; re-soldering old one did no good). •Replaced solenoid (it was visably damaged).

Multimeter says 12 volts is getting to the solenoid.
(Solenoid clicks audibly under the car + OD relay is clicking in the dash).

I guess the obvious thing would be to Ώ] change the fluid & pray.
And ΐ] try the replacement solenoid in another 740 to make sure it is working okay. What else should I do?
