wiper motor working, but...just read it, I can't explain it in a short sentence! 200

At close inspection today, I found was that the passenger side wiper appears to be missing a part at the base where the wiper arm attaches to the part coming up out of the car. Because the part is missing (comparing to the other wiper, the piece is silverish and circular, about a quarter inch wide), it allows the wiper arm to rotate by hand and when the wiper motor is on, the part coming up out of the car is working, but just spins inside the wiper arm, but does not make the wiper go up and down. Now, I'm trying to figure out what to do to fix it. Any help would be appreciated!
