Windshield drain hole/hose?? 200 1989

Hey all,
I am getting a wet floor (mostly on drivers side) in heavy rains. I tore open the underside of the dash, and saw that it was not the typical windshield wiper shaft problem (thank God). I took some caulking and put it on the corners of the windshield rubber where it meets the body metal. Viola! That really cut down the dripping immediately.

I remember reading that there is a drain hole in the windshield frame, underneath the rubber seal. Where does it lead?

I think that I may add the fresh air vent in front of the fuse box while I have everything torn down.
